That depends on what you're trying to do.
Usually people use Muse Player to play back recordings for viewing in Muse Lab. That means reading in a muse format recording and outputting an OSC stream to the local network.
The command for that would be:
muse-player.exe -f musedata.muse -s osc.udp://localhost:5000
All the options are listed in the developer documentation here.
If you've never used the command line before, then I would advise you to ask a friend for help getting started as it is a big jump from just using the standard windows graphic user interface.
